American Rescue Plan Act of 2021
President Joe Biden signed H.R.1319, also known as the American Rescue Plan Act of 2021, into law on March 11, 2021. The act appropriated funds for local governments to mitigate the fiscal effects of the COVID–19 public health emergency. According to estimates provided by the Southeast Michigan Council of Governments (SEMCOG), the City of Troy expects to receive approximately $8.3 million. The City expects to receive 50% of its funding within 90 days of enactment and the remaining 50% within 12 months.
The act has generated many questions regarding how funds may be used and the City is waiting for the federal government to provide guidance before making any decisions. All decisions will be made during public meetings pursuant to Michigan’s open meetings act.
