As the City's Chief Administrative Officer, the City Manager is appointed by the Mayor and City Council and is responsible for directing the administration of the City government. City Manager's responsibilities include developing a Strategic Plan to lead City efforts, day-to-day organizational management, fiscal oversight and budget direction, and innovative program development and evaluation.

Council-Manager Form of Government
The council-manager form is the system of local government that combines the strong political leadership of elected officials as a governing and policy-setting body, with the managerial experience of an appointed local government manager.

City Council
The governing body in Troy is the City Council made up of seven members. The Mayor, Mayor Pro Tem, and Council Members are represented through equal voting powers and dictate policy to management through resolution.
